The premise

A strategy can be understood in principle while remaining difficult to operate. Ownership blurs, dependencies stay implicit, and meetings accumulate without resolving the central question. Northstar is designed around a practical response: observe the work as it is, make the decision route visible, and shape a cadence the team can understand.
